He was born on February 4, 1981 in Cambridge, MA. Dennis Dottin-Carter attended the University of Massachusetts Amherst, where he played football and earned a degree in Sports Management. After college, he began his coaching career as a graduate assistant at the University of Massachusetts Amherst. He then moved on to become the offensive coordinator at the University of Rhode Island, where he served for two seasons. In 2013, Dennis Dottin-Carter returned to the University of Massachusetts Amherst as the offensive coordinator. During his tenure, the Minutemen have seen a dramatic improvement in their offensive production. In 2017, the team set a school record for total offense with 5,845 yards. Dennis Dottin-Carter is married and has two children. He is an active member of his community and is involved in several charitable organizations. He is also an avid golfer and enjoys spending time with his family.

He served as the interim head coach at Delaware in 2016, having been named to the position on October 16, 2016. He previously has been an assistant coach at both Delaware and the University of Maine. He played football for Maine under coach Jack Cosgrove.
