He graduated from the Moscow Institute of Physics and Technology in 1979 and received a PhD in engineering in 1983. In 1992, Baturin was appointed Deputy Prime Minister of Russia and head of the Russian Space Agency. He was responsible for the development of the Russian space industry and the implementation of the Russian space program.
